Representative Murkowski moved and asked unanimous consent that HCS SJR 27(FIN) am H be returned to second reading for the specific purpose of considering Amendment No. 2. There being no objection, it was so ordered. 2000-04-30 House Journal Page 3681 SJR 27 Amendment No. 2 to HCS SJR 27(FIN) am H was offered by Representative Murkowski: Page 1, line 12, following "amendment": Insert "is a change that" Representative Murkowski moved and asked unanimous consent that Amendment No. 2 be adopted. Representative Croft objected. The question being: "Shall Amendment No. 2 be adopted?" Representative Murkowski moved and asked unanimous consent that the House adopt the following letter of intent: "It is the intent of the Legislature by passage of SJR 27 to better define the ability of the people of Alaska to amend the Alaska State Constitution. It is the intent of the Legislature that the people of Alaska should be allowed to vote on legislatively proposed constitutional amendments which are limited to one subject; however, not if the proposed constitutional amendments accomplish such far reaching changes in the nature of our basic governmental plan as to amount to a revision. The Legislature intends that the "one-subject" rule requires only that all matters treated in an amendment should fall under some one general idea, and be so connected with or related to each other, as to be parts of, or germane to, one general subject. It is the Legislature's intent that an amendment may affect more than one article, section or provision of the Alaska State Constitution, so long as the amendment is germane to one general subject. It is further the intent of the Legislature that the court provide, in future court decisions, a clear and understandable test that the Legislature can look toward in determining the appropriateness of a legislatively proposed constitutional amendment." There being no objection, it was so ordered. HCS SJR 27(FIN) am H was referred to the Chief Clerk for engrossment.
